From the Flats to the Future Community-Led Visions for Belonging and Repair

From the Flats to the Future: Community-Led Visions for Belonging and Repair is a proposal developed in August 2025 through input from West Side Flats descendants. The proposal builds directly on the first three recommendations from the Racial Equity Impact Analysis (RIA) report on the West Side Flats:

  • Acknowledgment and memorialization of the displacement

  • Economic remedies for displaced families and their descendants

  • Neighborhood belonging for displaced residents, their descendants, current residents, and future residents

In October 2025, West Side Community Organization (WSCO) and West Side Flats descendants presented this proposal to representatives from several City of Saint Paul departments—including Planning and Economic Development (PED), Public Works, Parks and Recreation, and Councilmember Rebecca Noecker’s office—to begin discussing the feasibility of advancing these recommendations.
