The Hummingbird Initiative is a community-led effort rooted in the West Side of Saint Paul. It was created in response to increased immigration enforcement activity and the growing need for accurate information, legal observation, and collective care for our neighbors.

Our work centers on education, preparedness, and community protection—led by residents, for residents.

What Is the Hummingbird Initiative?

The Hummingbird Initiative trains and supports community members to:

• • Observe and document public activity lawfully and safely

  • Share accurate, verified information to reduce fear and misinformation

  • Connect families to Know Your Rights education and trusted resources

  • Respond collectively and calmly during moments of heightened enforcement presence

  • Prioritize safety, dignity, and care for everyone in our neighborhood

Our approach is nonviolent, community-led, and grounded in legal observation, not enforcement or confrontation.

Our Work So Far

With the support of residents, volunteers, and partner organizations, the Hummingbird Initiative has:

• • Trained community observers in lawful observation, documentation, and de-escalation

  • Built a neighborhood-based communication network focused on accuracy and care

  • Supported families during high-stress situations by coordinating safety planning and trusted referrals

  • Provided Know Your Rights information in Spanish and English so far.

  • Helped reduce panic and misinformation through responsible community reporting

This work is ongoing and responsive to real conditions on the ground.
