"October 28, 2024
Commissioners of the Zoning Committee,
As the planning council for District 3, the board of directors of the West Side Community Organization (WSCO) writes to express its strong opposition for the zoning committee to keep item 24-082-486 (10 River Park Plaza Comprehensive Plan Amendment) on its October 31 agenda, and we respectfully request a minimum postponement of 90 days before this item is rescheduled.
Frankly, we are outraged to learn that Saint Paul's Planning Director (Yasmine Robinson) conditionally approved the minor master plan amendment at-issue without meaningful communication with the district council or a community engagement process. Ten weeks ago, the mayor and the president of the port authority acknowledged the "injustice and harm" experienced by West Side Flats residents and businesses due to displacement. It should be clear by now that unilateral staff decisions (even conditional ones) about the Flats without community involvement are unacceptable in 2024."
